The Parliament of the Democratic Republic of Hutori, assembled, hereby declares:

ALL CONVICTED PIRATES OF SOFTWARE AND INTELLECTUAL PROPERTY, INCLUDING BUT NOT LIMITED TO PATENTED PROGRAMS, OPERATING SYSTEMS, FILES, AND ALGORITHMS, ARE TO BE PENALISED IN THE FOLLOWING MANNER:

I. For offenses that consist of less than one hundred instances of pirated programs, operating systems, files, and algorithms or if the total pirated material does not exceed one thousand Hutori Lira in value, a maximum penalty of twenty hours of community service is to be imposed.

II. For offenses that consist of one hundred or more instances of pirated programs, operating systems, files, and algorithms, or if the total value of the pirated material exceeds one thousand Hutori Lira in value, a maximum penalty of fifty hours of community service is to be imposed.

IN ORDER TO PROTECT THE PRIVACY OF HUTORIAN CITIZENS, ALL CURRENT INVESTIGATIONS INTO SOFTWARE PIRACY WILL CEASE IMMEDIATELY WITH NO PENALTY, AND FUTURE INVESTIGATIONS CAN ONLY COMMENCE WITH A WARRANT FROM A JUDGE AND EVIDENCE OR REASONABLE ASSUMPTION THROUGH THE ACCUSED'S PAST STATEMENTS AND ACTIONS OF THE ACCUSED'S EXPLICIT INTENT TO CAUSE HARM TO THE MANUFACTURERS OF THE SOFTWARE IN QUESTION.

UPON THE PASSAGE OF THIS BILL, ALL CONVICTED SOFTWARE PIRATES ARE TO BE RELEASED FROM FUTURE OBLIGATION TO SERVE TIME OR PAY FINES FOR THEIR PAST CRIMES IF THEY ARE JUDGED IN A COURT OF LAW TO HAVE COMPLETED THE ABOVE OR REASONABLY SIMILAR AND EQUIVALENT PENALTIES.
