MessageYou do know your description and proposal actually contradict one another. Your proposal suggests government ownership so that business' will not make money however by using private companies they clearly will. Bit of an oxymoron there.

MessageCome again non-comprende? The private libraries will make money, but the government will able to make sure there is national coverage and a wide spread of literature etc etc. Unless I'm missing something I'm not sure what's oxymoronic...
