| Preamble Whereas, the establishment of cooperatives and non-profit organizations is crucial to the promotion of economic democracy and the development of sustainable, community-based economies; Whereas, cooperatives and non-profit organizations are an important means of empowering workers and communities to take control of their economic futures; Whereas, the establishment of a government-funded cooperative and non-profit development center can provide education, training, and resources to those interested in starting or joining a cooperative or non-profit organization; Whereas, the creation of a national fund for cooperatives and non-profit organizations can provide low-interest loans, grants, and other financial assistance to support their growth; Whereas, supporting the growth and development of worker cooperatives can promote worker ownership and participation in the economy; Article 1 – Creation of the Cooperative and Nonprofit Development Institute - Institut de développement coopératif et de l’économie sociale (CNDI – IDCES) The government shall establish a government-funded cooperative and non-profit development center to provide education, training, and resources to those interested in starting or joining a cooperative or non-profit organization. Article 2 – Cooperative and non-profit organizations fund The government shall create a national fund for cooperatives and non-profit organizations, administered by the Cooperative and Nonprofit Development Institute, which shall provide low-interest loans, grants, and other financial assistance to support their growth. Article 3 – Cooperative Workplace Transition Program The government shall establish a program, administered by the Cooperative and Nonprofit Development Institute, to support worker cooperatives, including technical assistance and financial assistance to help workers purchase and convert businesses to cooperatives. Article 4 – Public Procurement Support Program The Cooperative and Nonprofit Development Institute will work with government agencies to identify and connect them with cooperative and non-profit organizations that can meet their procurement needs. |

| Message | Mr Speaker, It is with great pleasure today that New Direction: Citizen Action announces its plan to create a national incubator for the social economy. We propose the creation of the Cooperative and Nonprofit Development Institute, an organization that will be tasked with administering financial programs and technical assistance to the start-up and growth of cooperatives and non profit organizations across Mordusia. In parallel with the creation of this Institute, we propose three programs: the creation of a fund to provide low interest loans and financial assistance to the growth of Coops and Nonprofits, a program to help workers to convert their workplace to cooperatives, and a program to accompany and aid public agencies and ministries identify and include cooperatives and non-profits in their procurement processes. We at New Direction believe strongly in the emergence of a social economy in Mordusia. The creation of a national incubator is the first step in fostering workplace democracy and innovation.
