| The Secretary of State for the Home Department is headed by the Minister of Internal Affairs or (if chosen) by the Deputy Prime Minister (in accordance with the Holy Luthori Empire's Government Reorganization Act: http://classic.particracy.net/viewbill.php?billid=683666). It shall serve under the names of "Secretary of State for the Home Department" and/or "Office of the Deputy Prime Minister". The Secretary of State for the Home Department has the right to be present and be briefed on all matters relating to national security, so he/she can effectively respond/handle the situation(s). Article I: The Secretary of State for the Home Department shall handle all matters relating to law enforcement and national security within the borders of the Empire. Article II: The Secretary of State for the Home Department shall be the parent institution to the national law enforcement agency, but can however not involve itself in matters that prevents law enforcement from doing their jobs. Article III: The Secretary of State for the Home Department have the powers to issue arrests if a state emergency have been declared. Article IV: The Secretary of State for the Home Department can after an approval from the Imperial Diet with a simple majority vote, form and head investigations relating to other matters than national security. Article V: The Secretary of State for the Home Department, shall be the department who the nation's intelligence agency (Imperial Security Service) (http://classic.particracy.net/viewbill.php?billid=685775) reports to, through the "Commission of National Security and Preservation of the State" (http://classic.particracy.net/viewbill.php?billid=685774). Article VI: The Secretary of State for the Home Department, shall work closely with the Secretary of State for Foreign Affairs relating to matters concerning national security. The Secretary of State for the Home Department shall work as well closely with the Secretary of State for Defense concerning military security and threats that can impact the Empire's internal affairs. Article VII: The Secretary of State for the Home Department and the Secretary of State for Defense shall have shared control over the Imperial Security Service, through the Commission of National Security and Preservation of the State. Article VIII: During a State of Emergency, the Secretary of State for the Home Department shall have expanded control over the law enforcement and the Imperial Security Service to ensure national security and the restoration of order. This expanded control will be checked and validated by the courts after the state of emergency have ended. Article IX: The Secretary of State for the Home Department shall present the Commission of National Security and Preservation of the State with 2 candidates for the position of Director of the Imperial Security Service. Article X: The Secretary of State for the Home Department shall exercise the right to form investigations against anyone who has leaked classified information. Article XI: The Secretary of State for the Home Department shall exercise the right to recommend to the courts and judges what they appropriate to be a worthy punishment for the "whistleblower(s)", even if he/she is a member of the Imperial Diet or any other government agency, but that the decision of what punishment to give will regardless of what be decided by the courts. Article XII: The Secretary of State for the Home Departments shall execute the orders given to him/her by the Prime Minister, if he/she does not, then a resignation is excepted. Article XIII: The Secretary of State for the Home Department shall be the department which the national law enforcement reports directly to. ---------- Signed, The Rt' Hon. | Message | Mr Speaker, After more than 7 months of debate during which the Imperial Diet was able to debate the proposals put in place in this bill, I declare that the Declaration of Powers of the Secretary of State for the Home Department Act is officially put to the vote for the Imperial Diet. With 9 months of the voting process, we hope to be able to receive the support expected after so much work in seeking legislation that would seek to establish sound foundations for the restoration of law and order in this country. The Declaration of Powers of the Secretary of State for the Home Department is a bill to regulate the powers of the Home Secretary over matters vested in him. The Government has sought to completely reform the security system established in the Empire, regulated by the Security Service Act of 4976, the government, through this law, seeks to regulate the powers of the Home Secretary, which were too often flouted by certain ministers being in the position of Home Secretary, we hope that the Imperial Diet can pass this law, supported by the whole of the government, to create a sound foundation, we also hope, that the other laws on the reform of the security institutions of our Empire, also be adopted. | Message | As a left-wing member of this Parliament, I must express my concerns about the provisions set forth in this bill. While the government has the responsibility to ensure national security, the concentration of power in the hands of a single Secretary of State for the Home Department is worrisome. Article I establishes the Secretary of State for the Home Department as the sole authority over all matters related to national security and law enforcement within the borders of the Empire. This concentration of power is highly problematic and could lead to abuses of power. We believe that such powers should be shared among multiple government agencies to ensure transparency and accountability. Article III grants the Secretary of State for the Home Department the power to issue arrests during a state of emergency. This is highly concerning as it could be interpreted as a means to silence political opponents or critics of the government. Such actions would be in violation of our basic democratic principles, and we cannot allow the government to have unchecked power in such matters. Article V states that the Imperial Security Service will report directly to the Secretary of State for the Home Department. This could lead to a lack of oversight and transparency over the agency's actions. It is imperative that government agencies such as the Imperial Security Service are accountable to the public and not to a single individual with immense power. In summary, we must ensure that our government agencies work collaboratively and transparently to ensure the safety and security of our citizens. While we acknowledge the need for national security measures, we cannot support a bill that concentrates so much power in the hands of a single individual.
