| Upon the passing of this act, the Commission of National Security and Preservation of the State (CONSEPS) is officially formed. The CONSEPS will exist to have the executive authority and be responsible for the actions of the Imperial Security Department and other matters concerning national security. Article I: The CONSEPS shall have the absolute authority concerning the Imperial Security Service (http://classic.particracy.net/viewbill.php?billid=612829) Article II: The CONSEPS shall handle all situations which is considered a matter of national security internally and/or externally of the Empire. Article III: The Director of the Imperial Security Service shall be appointed by the CONSEPS through a list of candidates, 1 shall be presented by the Secretary of State for the Home Department, 1 shall be presented by the Secretary of State for Defense and 1 shall be presented by the Crown. The CONSEPS shall vote for the candidate who is considered most suitable and then he/she will be announced to the Imperial Diet. Article IV: The CONSEPS shall consist of 12 members, 3 from the Secretary of State for the Home Department, another 3 from the Secretary of State for Defense and the last 6 from the Imperial Diet. Article V: The CONSEPS's 12 members shall be suspended if a state emergency have been declared, and the Commission shall fall under the direct authority of the Secretary of State for the Home Department, who shall have the right to either appoint 12 new members from the Secretary of State for the Home Department or have it fall under the absolute authority of the Secretary of State for the Home Department. Article VI: The CONSEPS shall mainly report to the Secretary of State for the Home Department, for whom it is working for. If there is vital or strategic information concerning national security over foreign affairs, the Secretaries for the Home and Foreign Department shall be informed. Article VII: The CONSEPS shall decide over what classified as Top Secret. Article VIII: Every two year, the CONSEPS shall file an official report of matters concerning national security to the Imperial Diet, however they can not reveal any classified information, that could be of vital and/or of strategic importance towards national security. ---------- Signed, Rt' Hon. | Message | Mr Speaker, Their Majesties' Most Imperial Government, put this bill, in draft form, to be voted upon before this Honorable Imperial Diet of the Holy Luthorian Empire. The CONSEPS is a body akin to the executive and legislative branches, with 3 members being appointed by the Home Secretary, 3 by the Defense Secretary and the remaining 6 by the Imperial Diet. This bill fits perfectly into our policy of restoring stability, at the social and economic level, the government seeks to avoid slow decision-making due to the Legislative Process, the funds released by the Aschingtion Ministry having arrived later than expected. due to the Legistative Process, in the event of a serious risk to the security of our nation, it is certain that decisions must be taken quickly, that is why the CONSEPS will be created as soon as this bill is passed, the Right Honorables MID who may oppose this project, I must tell them that the Diet will appoint more than half of the members of this commission and that via this fact, the Diet will have a power, not significant, over the Commission.
