Upon the passing of this act, the state intelligence agency is officially formed. The agency's official name shall be the "Imperial Security Service", abbreviated "ISS".

Article I: The Imperial Security Service shall serve as a semi-independent government agency under the administrative control of the Secretary of State for the Home Department through the Commission of National Security and Preservation of the State.

Article II: The Imperial Security Service shall be headed by the Director of the ISS, who is appointed through the methods presented in Article III of the "Formation of the CONSEPS Act" (http://classic.particracy.net/viewbill.php ?billid=612831).

Article III: The Imperial Security Service's Director shall appoint a Vice-Director who has to be approved by the Imperial Diet.

Article IV: The Imperial Security Service shall exercise the right to monitor suspected terrorists, traitors and others who are major level threats towards national security.

Article V: The Imperial Security Service shall exercise the right to carry out covert missions within the Empire's borders as well outside them in any country.

Article VI: The Imperial Security Service shall exercise the right to carry out what the CONSEPS considers "necessary" towards maintaining national security, with the exception of mass surveillance of the populace (unless a state emergency have been declared).

So the director isn't appointed by the Diet but the vice director is? I'm not sure that's wise.

The Imperial Security Service is already our national intelligence organization, but the powers given to it, as a result of the Security Service Act of 4976, returned under the Billinghay Ministry, after its dual abolition by either the National Democratic Party, led by Henry Thomas or by the Progressives of Zachary Wilson, who tried to reform the Imperial Security Service, but their efforts were fruitless. So the Government noticed that the ISS gave too many advantages to the monarchs, who could use it all in their compote, that's why this government, after the agreement of the Lord Privy Seal, the Private Secretary of the Emperor and of the Empress herself, decided to reform this organization by putting it more linked to the CONSEPS, proposed in another law in relation to Nation Security.

Furthermore, the proposal states that the Imperial Security Service shall serve as a semi-independent government agency under the administrative control of the Secretary of State for the Home Department through the Commission of National Security and Preservation of the State. However, the proposal does not provide a clear definition of what is meant by "administrative control". Without a clear definition, there is a risk that the agency could be subject to undue influence or manipulation.

Therefore, I urge the government to provide clear and concise definitions of the terms "traitor" and "administrative control" in this law proposal before it is passed. Failure to do so could result in potential abuses of power and infringement of civil liberties.
