Mr. Speaker,

This government presents to you the new budget for this government. It will be a different budget, that will cut the excessive spending of the communist government that preceded us and yet keep on investing in our environment and in our infrastructure.

Before I go on, I must make a compliment to my predecessor, the former Chancellor, the left-wing cabinet that preceded us might not be to my taste nor any of my honourable friends, but it did respond quickly to the disaster that befell our nation. And we will continue the work to restore homes, businesses, roads and vital infrastructure. We must strengthen homes and build shelters, aid in making our nation more resistant to violent storms and flooding. To finance this we will instead of directly spending 10 billion per year, take out a loan of 40 billion LDP, which will be a special disaster relief loan, not counted to our national debt. We will take this loan, put it in the special fund for relief and pay all relief activities from it.

This loan will be an annuity investment loan. We will pay annuities (regular series of payments at equal intervals) each year of around ~2.7 billion LPD. Counting that our loan is 40 billion LPD, interest rates are 3% due to our high debt-to-GDP ratio, which the previous government made worse by borrowing again. The payments will last 20 years. By doing this it will not directly impact our budget to a major degree.

We will also invest extra in our military, these boys who defend us need a pay raise for the work they are doing. They also need the gear and materials to keep our nation safe! Secondly we will invest in our environment department. They will use these funds to restore damaged environmental plots by the storm and restore the ecological disaster that came from it.

With our proposal for the taxes we will have a surplus of 2,3 billion and use that to reduce our debt. Our goal is to grow towards 100% debt to GDP and then from there to 60%.

I rise today to speak against the budget proposal presented by the current government. While the government claims to be cutting excessive spending, the reality is that they are making drastic cuts to crucial services and programs that our citizens rely on. The proposed budget will not only undermine the basic needs of our people but also exacerbate inequalities in our society.

Firstly, the proposed cut to the health and social services budget is unacceptable. Our healthcare system is already struggling, and this budget proposal will only make matters worse. It is unacceptable to slash funding to healthcare when the people need it most. The government's proposed budget would cut over 50% of the current budget for healthcare, which is entirely unacceptable.

Secondly, the proposed increase in the defence budget is misguided. Our country's defence is vital, but it cannot come at the expense of other necessary services. Our government should instead focus on finding diplomatic solutions to problems, rather than relying on military force as a first resort.

Thirdly, the proposed budget cuts to infrastructure and transport will significantly impede our nation's growth and development. Infrastructure investment is essential to create jobs and economic growth. Cutting this budget will harm our economy, especially when our nation is still recovering from a natural disaster.

Lastly, while I appreciate the government's efforts to address the impact of the recent disaster, I must express my deep concern that the proposed budget is inadequate to meet the needs of our people. The special disaster relief fund, which the government plans to finance through a loan of 40 billion LDP, will only cover a fraction of the costs that we are facing. The allocation of the fund solely for disaster relief activities will not be able to cover the costs of restoring homes, businesses, and vital infrastructure, which will require a more significant allocation of funds.

In conclusion, Mr. Speaker, the proposed budget is an unwise and impractical proposal that will harm our people and our country. I urge this government to reconsider its budget and work towards a more equitable and sustainable financial plan for our nation's future.

With respect, the honourable lady opposite doesnt know what she is talking about. The ailing healthcare industry? We have killed that market and made it an inefficient bureaucracy that takes and takes more and more money from the government. Over 40% of the previous budget went to healthcare, thats enormous. And saying that would not be enough is ridiculous. We will always keep funding emergency care, finance healthcare for the poorest and help with financing medical drugs. But we will not keep healthcare private, using the market we can solve various issues and keep the costs low.

Secondly, our military is needed. We will not budge on this. Its time the left stops with their broken guns policy. Peace comes not only through diplomacy but being ready to defend yourself.

Thirdly, saying that we ''cut'' the budget on infrastructure is rich coming from the honoruable lady opposite. My honourable friends will remember that the infrastructure budget was 12 billion before they raised 10 billion per year to finance her disaster relief fund. We are thus not cutting anything but raising it with 3 billion per year, of which 1,6 will go to pay off the debt we take to restore our homes.

Lastly, we understand the concern regarding the disaster relief fund. But 40 billion is quite the loan. Its a bit less than 10% of our economy. Remember that not every damage needs to be covered by the national government. The Ducal governments and insurences will have to cover their fair share. But if the minister of Infrastructure uses up these 40 billion, we will just borrow more and increase the anuity payments to match that and thus increase the infrastructure budget to cover it.

In conclusion mr. Speaker, we will not continue the ruinous policy of deficit spending of the left.

As Prime Minister of this nation, I come to give my support and that of the government behind this budget proposal, but I see that several groups in our Imperial Diet are opposed to this responsible and very useful budget proposal for our future, because Combined with our new tax system, we expect to be able to pay off the colossal debt amassed by previous leftist governments.

The Right Honorable Gentlement from the other side of this benches, said that he and his party were opposed to this budget, because this one, copes with the health and social services budget, it is sure that several articles, dealing on the privatization of the health sector will be adopted with the support of the entire government, and moreover, the emergency funds adopted by the previous government were intended to be temporary and not to remain forever.

Secondly, the left has still not noticed that the Imperial Luthorian Armed Forces have been in a phase of modernization and restructuring for already 2 decades, the Imperial Luthorian Navy is the one that is modernizing it and the left is opposed to this increase in army budget, as the Rt' Hon Chancellor of the Exchequer said, it is time for the left to realize that in order to be able to settle this conflict peacefully, it is necessary to have a modern and strong armed force to be able to do so.

Thirdly, the cuts in the infrastructure budget are due to the privatization of most transport services by previous Tory governments. We see no point in always paying colossal sums for things that are already private. Some funds will be kept for the subsidy of private companies managing the transport service, to guarantee low prices to users.

Finally the funds for reconstruction, the storm hit Luthori eight months ago but according to the Ducal Governments the funds needed for reconstruction are £5-10bn so it is certain the government was not going put huge funds into the reconstruction, the government is in contact with the NGOs present on the spot and the ducal governments and the Chancellor has been in constant contact with them on the implementation of a plan for the reconstruction.

Finally, the last point is that Congress + has joined this coalition and when important texts, managed and supported by the government are voted on it is important that they vote in favor, otherwise they should have given us a confidence and supply, you wanted conservative policies, okay, but we had to give you your support on all the legislation proposed and supported by the government.

I appreciate the response from the Chancellor, but I must respectfully disagree. The healthcare system may have its issues, but slashing the budget by over 50% will only worsen the situation. The government's focus should be on finding ways to improve the healthcare system's efficiency and effectiveness, rather than simply cutting funding.

I understand the need for a strong military, but the proposed increase in the defence budget seems disproportionate to other necessary services. Diplomatic solutions should always be the first option, and military action should be a last resort.

Regarding the infrastructure budget, I must point out that the previous government increased it to address the pressing needs of our country. Cutting it now would be shortsighted and harm our economic growth.

As for the disaster relief fund, while 40 billion LDP may seem like a significant loan, the scale of the damage caused by the disaster warrants a more substantial allocation of funds. We must ensure that our people can rebuild their homes, businesses, and communities, and the government should not shy away from providing adequate financial support.

In conclusion, Mr. Speaker, I urge the government to reconsider its budget proposal and prioritize the well-being of our people and the development of our country over short-term cost-cutting measures. We must work together to find sustainable solutions to the challenges we face.
