Preamble:
An Act to ensure access to reproductive healthcare and funding for abortions, in order to promote women's health and rights, and to reduce maternal mortality rates.

Section 1: Abortion Access
(a) Abortion shall be legal during the first trimester of pregnancy.
(b) The definition of 'first trimester' shall be defined as up to and including 12 weeks of gestation.
(c) Any person seeking an abortion shall have the right to obtain one without fear of discrimination or prosecution.

Section 2: Government Funding
(a) The government shall provide funding for abortions, including pre-abortion counseling, medical procedures, and post-abortion care.
(b) The government shall ensure that funding is available for all individuals, regardless of their economic status, to access safe and legal abortion services.
(c) The government shall ensure that all healthcare providers, including public hospitals and clinics, are equipped and trained to provide safe and legal abortions.

Section 3: Reporting and Accountability
(a) The government shall provide regular reports on the number and location of abortion providers and services available.
(b) The government shall ensure that all healthcare providers and facilities are in compliance with this Act, and shall be subject to penalties if found to be in violation.

Section 4: Enforcement and Penalties
