Mr. Speaker,

The government presents before you a new way to structure healthcare in our country. The goal will be to make sure that everyone is safe, healthy and secure in getting healthcare. At the same time we will allow free market forces to provide the healthcare services and compete for the contracts. The government will keep imposing regulations on treatments, drugs, medical standards and other vital protections to curb market excesses. The goverment will use its budget to fund healthcare for those who cannot afford it, we shall also reduce the costs through our budget. This way we will provide the best of both worlds.

Affordable Healthcare Act 5286

Preamble:
This act will provide affordable private healthcare to all, whilst still protecting the poorest in our society from healthcare poverty. This bill will mandate private health insurance for all citizens.

Section 1: Healthcare Insurance Mandate
(a) Every person who reaches the age of 18 years of age must have a minimum coverage healthcare insurance plan;
(b) Every person who is below the age of 18, is automaticly insured through the insurance of their parents or guardian, the government covers the costs for the insurance fee for children below 18;
(c) Any person may switch health insurance plan every year between competing private health insurance providers;

Section 2: Healthcare Insurance Regulations
(a) Any company or institution may provide healthcare insurances as long as they comply with the laws and regulations;
(b) No person may be rejected from a minimum basic coverage health insurance plan for healthcare risks, the government subsidies the healthcare insurance providers for the potential risk they incur by insuring the risky person;

Section 3: Healthcare Insurance Coverage
(a) The minimum basic coverage of a health insurance plan that every healthcare insurance provider must provide contains the coverage of:
- general practitioner
- visits to medical specialists (dental surgeon, oncologist, etc.)
- Hospital stay, surgery and medical emergencies in the hospital;
- First aid;
- transport through an ambulance or trauma helicopter;
- blood tests;
- Special medicine;
- Basic mental healthcare ;
(b) The monthly fee for the minimum basic coverage is set by the Department for Healthcare & Social Services each year after consulting the market. Health Insurance providers may go below this, but not above the set price. The price for extra coverages or added packages is free for providers to determine;
(c) Insurance companies may specify which healthcare providers they cover in their insurance plans, if a healthcare provider is not within the package the insurance company only has to cover a minimum of 25% of the healthcare costs, the rest must be paid by the patient themselves.
(d) For every non-emergency treatment a premium must be paid. A patient may only pay 200 LPD in premiums per year.

Section 4: Medicine
(a) The government will provide coverage of medicine for the everyone, too grant access to neccessary medicine to all. These medicine must however be proscribed by a medical proffessional;
(b) Only scientificly proven medicine is covered, alternative medicine will not be subsidised by the government.
