Preamble:
Whereas every child has the right to receive an education that meets their needs and potential, regardless of their physical or mental abilities,
Whereas inclusive education is essential for the full participation and integration of all children into society,
Whereas children with disabilities are often excluded from mainstream education, resulting in a lack of opportunities and social isolation,
Whereas a comprehensive education plan for children with disabilities is needed to ensure that they receive the education and support they require to thrive,
Be it enacted by the Holy Luthorian Empire that:

Section 1: Definitions

(a) "Child with disabilities" means any child with physical, mental, intellectual, or sensory impairments that have an impact on their ability to learn and participate in education.

(b) "Inclusive education" means an education system that provides equal opportunities for all children, regardless of their abilities or disabilities, and that ensures that children with disabilities receive the support they require to participate fully in education.

Section 2: The Inclusive Education Plan

(a) The Secretary of State for Education shall develop and implement an Inclusive Education Plan for children with disabilities.

(b) The plan shall include provisions for:

(i) Identifying children with disabilities and assessing their needs;

(ii) Providing appropriate educational and support services to meet the needs of each child with disabilities;

(iii) Ensuring that children with disabilities have access to the same educational opportunities and facilities as other children;

(iv) Providing training and support to teachers and other education professionals to enable them to meet the needs of children with disabilities;

(v) Encouraging the participation of parents, caregivers, and other stakeholders in the education of children with disabilities;

(vi) Monitoring and evaluating the effectiveness of the plan.

Section 3: Implementation

(a) The Inclusive Education Plan shall be implemented in all public and private schools across the Holy Luthorian Empire.

(b) The Secretary of State for Education shall provide funding and resources necessary for the successful implementation of the plan.

Section 4: Reporting

(a) The Secretary of State for Education shall report to Parliament annually on the progress and effectiveness of the Inclusive Education Plan.

(b) The report shall include details on the number of children with disabilities identified and served under the plan, the services and support provided to them, and any challenges encountered during implementation.

Section 5: Commencement

(a) This Act shall come into force on January 1, 5296.

(b) All laws, regulations, or policies inconsistent with this Act shall be repealed or amended accordingly.

(c) This Act may be cited as the Inclusive Education Act of 5294.
