MessageMrs Chairwomen,

Our current economic tax policies puts to low a burden on government spending baring in mind the state provided all health care and most education. Therefore this is a step towards a more realistic tax burden that doesn’t squash business. However the realism of our underfunded services will need to be looked at eventually.

MessageOOC: Madam Speaker or Madam Chairwoman would be the appropriate way to address.

Madam Speaker,

We currently spend 3.8 trillion KDI in total on government expenses, and our healthcare and educational systems both being well funded, so the fine representative from FC is being slightly disengenious but we wont get caught up on it. We are happy to hear FC express support for this proposal nonetheless.

MessageMadam Chairwoman,

That is disingenuous. We only spend less than 25% GDP on government spending, less than 8% on health care, how can we possibly be funding services adequately. We have clearly discovered the magic formula of having the government provide all sorts of services, but on a very low income government income, how lucky!

Ooc: the UK spends nearly 12% of GDP on health and it is currently struggling! Kirlawa spends less than 8% of GDP on health (and we don’t allow private healthcare as an option)

MessageOOC: Kirlawa allocates 1.2 trillion to healthcare which would equate to roughly $36,604 per person using population stats from here: http://forum.particracy.net/viewtopic.php?f=33&t=8908). Also, as i understand it, the GDP portion of the budget was never fully developed in game, so using that IG stat is not really a accurate or fair measuring stick.

Madam Speaker,

I am by no means trying to say our healthcare system is perfect or any aspect of our government offers perfect service. Trust me there is no magic formula to it, but to claim our healthcare or government is underfunded or ineffective is just simply not a true statement.

MessageOoc: $36000 sounds like a lot but unless Kirlawa is a super rich country we’re spending less of our GDP on health than most European states that have welfare states. I have always found comparing to GDP spending if the UK a good means for determining whether or not each government department is well funded.

MessageOOC: I understand but the GDP numbers in game are broken. There is a literal warning above it that says do not consider it working yet but if we were to use those numbers and compare them to nations that our considered economic superpowers in Terra, we spend about the same relative to our GDP.

Messageooc: Ok, I am aware the economic side of particracy is broken, but government budgets and taxation can still be set. The $36000 you quote is 36000 unit of Kirlawan currency, given the size of our economy relative to our neighbours it is clear the Kirlawan currency is a lower value currency in the game (there used to be a page that showed the different currency ratios between country's but I can't find it). It is important to have some sort of comparative method. Spending less than 10% of your GDP on health in the real world means it is going to be broken.

However, some of our neighbours are even worse

Dorvik - 2% of GDP spent on health
Aloria - 2% of GDP spent on health
Dundorf - 6% of GDP spent on healthcare
Kundrati - 8% of GDP spent on healthcare

MessageOOC: You are missing the entire point of what I am saying. The numbers you are using to determine our spending relative to GDP do not accurately represent our GDP.

MessageOoc: that’s why I’m using percentages. Because the numbers you quoted are meaningless without valid comparisons between international exchange rates. That’s why using the percentage of GDP is the only real way to see if we’re investing properly in services because we compare countries proportion of the GDP rather than the numerical amount spent.

Random fact: In cases where players introduce RP laws to a nation and then leave, Moderation reserves the discretion to declare the RP laws void if they appear to have fallen into disuse. In particular, please bear in mind that a player who is inexperienced with Particracy role-play and has joined a nation as the only party there should not generally be expected to abide by RP laws implemented by previous players who have been and left.
