what ages are being discussed?
What types of "labor" are we talking about?

16 year old kids flipping burgers part time is fine, bagging groceries, delivering papers, these are fine
even younger could be acceptable depending on the job and depending on the hours.
Under 18 should not be allowed on or near heavy machinery
Under 18 should be restricted to no more than say 20 hours per week while school is in session, maximum of say 6 hours per day on a non-school day and maximum of 4 hours on a school day?
Under 16 should be further limited in hours allowed to work (say 10 hours per week?)
