Whilst accepting that the operation and utilisation of a fully integrated Public Transport System is an important requirement to maintain freedom of movement throughout the Country, whilst also accepting that the operation of such systems are extremely expensive, the Government will provide subsidised service in those areas where the transport system is required, though overall incomes would preclude acceptable transport standards, whilst in all other areas the full cost of transportation will be met by the user. Subsidies will be provided to Local Passenger Transport Executives (henceforth referred to as PTE's) in order for them to direct where the money would be most effective in providing for local transportation needs. PTE's will be responsible for providing local passenger services including bus, rail, and light-rail services. Long distance services will be operated under the auspices of the Hobrazian Transport Board and will include long distance Inter-City Rail services, Coach services and National Airline routes. Taxi services and Coach rental services, as well specialised minibus hire will be operated through the Private Sector on a for profit basis. |
