A bill to reform our Welfare State |

Old value:: Child benefit policies are left to local governments.
Current: The state does not provide child benefit.
Proposed: The state guarantees child benefit to families classified as low-income or poor.
Article 2
Proposal[?] to change Guarantee of minimum income.
Old value:: There shall be no direct cash payments to individuals to guarantee a minimum income.
Current: There shall be no direct cash payments to individuals to guarantee a minimum income.
Proposed: All adults not supported by another person shall be guaranteed a very basic subsistence income by the government. However, the provision of this is not to exceed a certian period of time.

Old value:: The state does not operate a pension system. Individuals must save up for retirement on their own.
Current: The state offers a voluntary public pension, combined with other voluntary private pensions.

Message | Social Democrats believe that the huge surplus of our country must be prudently redistributed. This bill is nothing more than basic support for poor families, for basic subsistence income, for a basic pension system, all requirements for a compassionate, tolerant society. We must have confidence that by the strong helping the weak, we are all made stronger. |

Message | We are not talking about ensuring prosperity, but just about survival. There's no issue of Welfare Trap since the proposed support is trinkets really. It's the least we should do to make sure that poverty and complete inequality do not undermine our prosperity. |
