Whilst accepting that the operation and utilisation of a fully integrated Public Transport System is an important requirement to maintain freedom of movement throughout the Country, whilst also accepting that the operation of such systems are extremely expensive, the Government will provide subsidised service in those areas where the transport system is required, though overall incomes would preclude acceptable transport standards, whilst in all other areas the full cost of transportation will be met by the user. Subsidies will be provided to Local Passenger Transport Executives (henceforth referred to as PTE's) in order for them to direct where the money would be most effective in providing for local transportation needs. PTE's will be responsible for providing local passenger services including bus, rail, and light-rail services. Long distance services will be operated under the auspices of the Hobrazian Transport Board and will include long distance Inter-City Rail services, Coach services and National Airline routes. Taxi services and Coach rental services, as well as specialised minibus hire will be operated through the Private Sector on a for profit basis. |

Message | We support the switch to partial subsidation. However, do we really need to set up more fund-draining quangos, which is what the proposed PTEs could turn out to be? Instead, could we not give local councils responsibility for public transport in their area? National services could still be run under the auspices of the Ministry for Transport & Infrastructure. |

Message | Local councils only operate in relatively small areas whereas a PTE could well include multiple councils within their sphere of influence, though we would be willing to negotiate on this point. @CSP: Subsidising transport fully for people on low income makes little sense. Low income earners are the largest single group using public and so to give them free transport would drastically curtail any income. Also, low income groups are already provided with little or no tax, cheap housing, subsidised pharmaceuticals, legal representation, etc. To ask them to pay the cost of their transportation, which may well already be subsidised through PTE's or low use routes, doesn't seem to be too harsh. |
