MessageWell whats the purpose of an ID card if you don't have to carry it? This will allow citizens and non citizens to be easily identifable because non citizens can be given special ID cards declaring themselves as such.

MessageArticle II doesn't say that: it just says 'citizens are issued with identity cards and are required to carry them at all times'. We feel Citizens have earned the right to be treated better than that: it's the Civilians and immigrants who should be harrassed by the internal security forces!
