Description[?]:
The nation's defence should rest on the people of the Five Nations, not on weapons of mass destruction. This bill would re-orient us to a policy of territorial defence, away from the immorality of chemical and biological weapons. By retaining a nuclear detrrent, we would be secure. By increasing resources to the conventional armed force,s we would gain ability to exert internaiotnal influence, rather than waste resources on weapons we have no intention of using, whose very use is against all civilized values. |

Old value:: The nation reserves the right to develop, construct and store biological and chemical weapons.
Current: The nation shall never develop, purchase or store biological or chemical weaponry.
Proposed: The nation shall never purchase, produce, or store biological or chemical weaponry, for military purposes. Research and development of the technology is permitted.
Article 2
Proposal[?] to change The government's policy concerning the use of chemical and biological weaponry in warfare.
Old value:: The nation reserves the right to use chemical or biological weapons in warfare for any reason.
Current: The nation shall never use chemical or biological weaponry in warfare.
Proposed: The nation shall never use chemical or biological weapons in warfare unless another nation uses them first.
Article 3
Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: Local authorities are responsible for building and maintaining shelters.
Current: No new buildings may be constructed unless they feature provisions for civil defence.
Proposed: The government builds and maintains a network of shelters across the nation.

Old value:: There shall be no mandatory military or civilian national service.
Current: All adults upon completion of schooling can be required in times of war to serve a term in the military.

Old value:: The government allows conventional arms to be exported freely.

Message | Article 4 will not be removed, sorry, the core of the reorientation is to replace immoral weapons with a strong conventional defence, which is only made possible by conscription of the entiure nation at times of invasion. And this has happened to us before, so we need to be able to defend ourselves if invaded as we were by Deltaria. |
