MessageArticle 1 Reasoning:
Local authorities know their terrain better. They will be able to better defend the country in the case of bombing and other factors.

Article 2 Reasoning: If the State owns defense industries but allows private industries, the State will undercut the private industries and drive them out of business. This, then, is in effect the same as the State owning all industries. In the opinion of the ICP, then, the State should not own any defense industries because private companies tend to produce things of better quality.

Article 3 Reasoning: Requiring something is restrictive, it should merely be encouraged. Government funds wasted on oversight can better be used elsewhere. It doesn't fit 100% with the rest of the bill, but as this article is determined as important by the ICP, we find this as a necessary "poison pill" clause on the bill.
