Who recognizes religions? The most likely candidate would be some member of the cabinet, and with the rapidly changing political winds, each different minister could create their own rules for what constitutes a 'recognized' religion.

Those parties who stress an atheistic society could create such stringent requirements that no religion could possibly meet.

While with different parties of moralists, who are committed to one 'true' faith could create requirements that match only their own beliefs and have no realistic basis in reality.

At the end of the day, the people who are hurt are the children, for it is their educational quality that is decreased due to the constant moving between schools that is necessitated by the governmental changes that so often occur.
