MessageApologies, the purpose of article 2 is to prevent "omnibus bills" being presented, which tends to be a side effect of increasing the number of proposals. Setting it up above means people can submit bills fairly regularly, but are limited to a couple of proposals in each act.

MessageAh, I see. Well, I understand the rationale, but perhaps it would be better if we simply passed a resolution to the effect that such bills should not be introduced, rather than inconveniencing everyone in this manner.
