Building upon the Legislation and Debate Act of 2277, this act seeks to remove certain restrictions on parties to submit legislation to the national assembly.

However, it requires that all parties of United Jakania submit to the assembly no more than a single legislative proposal per bill, to ensure political transparency, fairness, and efficiency. This maximum may rise to three proposals, should the submitting party feel that they are closely related. However, even in such cases it is reccomended that each portion be submitted as a seperate bill for debate and voting.
