Proposed: No new buildings may be constructed unless they feature provisions for civil defence.

Message | Intendevamo, ammetto poco chiara la descrizione, che deve essere la Protezione Civile ad autorizzare nuove costruzioni di rifugi e di stabilimenti di difesa. Centralizzare la strategia di difesa significa ottimizzare e quindi risparmiare. |
