Article 1: "There is no sense at all in declaring a nation-wide curfew when an emergency may only be local. Bestowing power upon local governments to enact curfews when the state has given permission, is for the SLP the most prudent course of action." - António Vitorino Article 2 and 3: "It is essential for the state to operate at least one TV station and Radio Station, for the broadcasting of our parliamentary and government affairs, while safekeeping a media source for national emergency broadcasting. Otherwise the government would have no way to communicate with it's people in times of extreme crisis." - António Vitorino Article 4: "The current standing law is silly, naive, impractical and amounts to rhetoric terrorism. It is impossible to track down illegal aliens in that fashion without creating an environment of terror and xenophobia. Under current law, ordinary people's homes can be broken into when they are completely oblivious to illegal aliens. Actively searching for illegal aliens, is a sordid and senseless allocation of resources, in terms of police man-power and money. They should be fighting crime, preventing crime and protecting citizens, not knocking down doors and chasing for those who snuck past our border patrols. If reducing illegal immigration is the objective of this government, than border patrols should be reinforced and our immigration policy should reflect adapting migration patterns of qualified workforces or refugees. After all... people migrate for two reasons. To escape persecution and/or to seek better living conditions. Our current law does nothing to reduce illegal aliens, beyond the rhetoric of sending police officers randomly into people's dwellings." - António Vitorino.
