Free speech is critical for an open society, and requiring government employees be independant is an infringement upon their ability to express themselves. While it is not right to appoint members of the civil service along partisan lines, it is not an acceptable solution to infring upon a right as basic as free expression to reform this practice.

MessageI disagree. The bill requires civil servants to be politically neutral in the execution of their duties.

Or in OOC terms, as it's proposing the UK rather than the US system I'm inclined to support it because the US system is ridiculously partisan.

MessageCivil servants, should be able to express their opinion, but should have to refrain from expressing it during government time, and from biasing their work in a partisan way. Should they overtly express their views, or bias their work, they will have given good reason to be expelled from our service.

MessageIn the capacity of their job yes. They're free to express their opinions as private citizens but it should not be a factor in performing their job. And if appoinments are to be made on the basis of political allegiances you're happy for people to be sacked for their political allegiances as well because it cuts both ways.

MessageIn real politck, though, people will have their free speech rights infringed upon. Activists will be told they must cease being so vocal, employess will be canned for not being independant enough; the end result here will be a chilling of political speech, something that is anathema to the principle of free speech.
