L'Art. 1 riguarda gli immigrati. Poco da dire. L'Art. 2 è un articolo a doppia motivazione: di coerenza, perché la designazione di monumenti e siti storici e culturali è già affidata alle regioni, tanto vale che anche i musei siano pienamente regolati dalle regioni. Di economia, perché in questo modo si abbandona il sistema tasse -> stato -> regioni per un più rapido e più efficiente e con meno sprechi tasse -> regioni, almeno per i musei. |
