IdoiC's instructions:

"Recipe:
-Take one fresh resolution with the name change in it, and make sure it's passed by 2/3 of the active seats (including abstainers) before you get your government to grill it until the voting time runs clear.
-When it's passed, Skim the link off the top, making sure you get the bill id number included in it (viewbill.php?billid=XXXXX), as this will add to the flavour as well as speeding up cooking time.
-Pop in front of the moderator for five minutes when it's up to temperature, bearing in mind that it might take a while to warm up.
-The moderator will buzz to tell you when it's ready.
-Other vegetables can go well with nation name changes. Many recommend spring onions in a marinade or simply with boiled potatoes."

Thus endeth the lesson for today.

MessageI was wrong about the number of parties needed however. It's purely on number of seats.
