Fair Burden Tax Proposal An Act to more equitably disperse the burden of taxation and to raise revenues. SECTION 1: That the Finance Ministry accept the following progressive tax proposal and apply it for fiscal year 2300 and beyond, based on the following merits: ---A. That the proposal will increase national revenue from an income tax by approximately 33%. ---B. That the proposal increases taxes on those with the lesser means by a relatively small percentage, and that this percentage is a suitable increase when one recognizes the comparable benefits more spending will have on these individuals. ---C. That the proposal decreases taxes on those with the highest income on the basis that a 93% rate is punitive and damaging to the economy. |

Message | "I hope this proposal is agreeable. When one considers that our average per capita GDP is somewhere around the 2,000 TPB mark, this proposal is more than just. We have increased taxes on those with less by a very moderate amount, and only when we considered the fact that they stand to benefit the most from our proposed increases in social welfare projects.
