In order to maintain a free and open media, but not to encourage racist or the publication of blatantly false information, the media will be required to follow regulations as set out below. These guidelines will be regulated by the MSA (Media Standards Agency) which will be free from direct government interference and will monitor all televisual, radio and printed media.

MessageI agree that hate speech poses a problem and should be illegal. But what would constitute "false information" exactly? We can support this though.

MessageFalse information is printing things that are blatant lies or clearly misleading. A recent real world example of which would be a recent headline of the Daily Telegraph: "500000 illegal immigrants - official!", which was misleading as it should have read "500000 illegal immigrants - predicted!". Not quite as hard hitting maybe, but factual accurate.
