Message | Its not a public issue, most of your common dogs and cats don't carry diseases, the only thing there really is to worry about is raybes(sp?), show me in the world where it is truly effective wiping this out by there animals with the Local, Provdince/state/etc, or Federal Govt. To say that is a scare tactic, vote against. |

Message | The model is successful elsewhere in the world in keeping track of owner responsibility when an animal is found stray, abandoned or injured (and abandoned). It also keeps track of owners who have histories of abusing animals. Devolving this authority to local governments allows them to develop policies better suited to their environment, for instance, local governments serving mainly urban areas may want to control domestic animal population by increasing registration fees, mainly rural areas will want to suit their policies towards farm-oriented initiatives. Overall, this is about letting communities decide appropriate and responsible animal ownership issues for themselves. |

Message | I might also add that it does make public health alot easier to manage as it can be recorded whether an animal has received it's necessary immunisations and vaccinations. |
