MessageI explain the article 4:

- In the latest elections, there were two parties, now we are four, so we need more representation, in addition, 75 is the minimum allowed, and few countries have this number of seats, and finally, I think the seats must be odd numbers to ensure a winner in the votings.

Anyway, we have lose the voting. We'll try it again when we have representation, and we'll hope for the collaboration of CU and URP again
