Article 1 ensures the legislation currently in effect stays the same for those qualifying as low-income and those who pay into the top tax bracket. However for everyone else the state will provide the citizen with legal expenses worth 50% of their tax contribution to cover some of the cost to ensure everyone can afford equal representation in court. If a trial takes longer than 3 months and individual may re-apply to the LEC (Legal expenses comitee) which will be set up upon the acceptance of the bill by the GTC. of this bill.
