| WE, The delegates of the National Congress, RECOGNIZING, That to increase our nation's prosperity, scientific research and devolopement is nesscerary, AND RECOGNIZING, That our national prosperity is essential to our national stability, sovreignty and security, AND RECOGNIZING, That in order to aid the prosperity of our nation, the scientific community needs proper direction, HEREBY, Enact the following legislation and reforms. |
