(ooc: this is an old totalitarian administrative bill I've salvaged from the Kanjoran wreck) Deus hereby wills that the Solentian Empire be governed as follows: I. Ministries (i) The following rearrangement of administration will occur: A. The Ministries of the Head of Government and Justice are now subordinated to a “Ministry of Love.” B. The Ministries of Foreign Affairs and Defense are now subordinated to a “Ministry of Peace.” C. The Ministries of Internal Affairs and Education of Culture are now subordinate to a “Ministry of Truth.” D. The Ministries of Infrastructure and Transport, Health and Social Services, Science and Technology, Food and Agriculture, Environment and Tourism, and Trade and Industry are now subordinate to a “Ministry of Plenty.” (ii) These "New Ministries" have the following responsibilities: A. Ministry of Love: 1. Controlling the populace by means of force. 2. Ensuring domestic tranquility. B. Ministry of Peace: 1. Managing Solentia’s Wars. 2. Ensuring that excess industrial production is spend in wars. C. Ministry of Truth: 1. Controlling all information in Solentia. 2. Managing propaganda. D. Ministry of Plenty: 1. Controlling rations. 2. Managing infrastructure. 3. Controlling the economy. (iii) Each of the New Ministries will be controlled by a board of its composing Ministers and chaired by the most senior official among them. II. Non-ministerial Entities (i) Certain entities exist outside of the Ministries: A. The Cabinet of Solentia is the second highest entity that exists. B. The Head of State is the highest entity. C. The ad hoc commissions are appointed by either the Head of State or the Cabinet to manage inter-ministerial affairs. D. The Advisory Councils (formerly known as ‘legislatures’) wield only symbolic power. III. Hierarchy (i) The Hierarchy of the Solentian State, from highest to lowest, is as follows: A. Head of State B. Cabinet C. Ad hoc commissions D. New Ministries E. Old Ministries F. Advisory Council (ii) The higher entities have complete hegemony over the lower entities. (iii) The entities listed in (i) are the only State agencies permitted to exist. (iv) All individuals in Solentia must be under the jurisdiction of one of these entities. IV. Administrative Mechanisms (i) Command A. Each government entity and sub entity is ruled by a Board of ministers. B. This Board may contain many members or only one member. C. The Board has the power to create decisions by a majority will D. The Chairman is given the power to override the decisions of the Board if he wishes. He may also speak for the Board even if he does not speak for the majority will. (ii) Each entity is controlled by a Board of the following composition: A. Head of State himself is the only member and chairman of the Board of Head of State. The Board of Head of State controls the Cabinet and the Ad Hoc Commissions. B. The Cabinet is the Board that controls the Ministries. It is composed of the Ministers and Chaired by the Head of Government. C. The Ad Hoc Commissions may take on any structure, but are always Chaired by the Head of State. D. The New Ministries are controlled by Boards composed of the respective Ministers and Chaired by the most senior among them. E. The Old Ministries are controlled by a Board composed and chaired by the one respective Minister. F. The Advisory Council (only one is currently in existence) is controlled by a Board of Nationally selected delegates and Chaired by the Head of Government. V. Administrative Structure (i) The office of Head of State is the smallest entity. It has no administrative functions, but distributes unilateral commands. (ii) The Cabinet is simply a Board that issues commands suitable to the wishes of the Head of State. (iii) The Ad Hoc Commissions may be of any size or shape. (iv) The New Ministries have complex administrative structures. Each new ministry has administrative subsets which are known as the Old Ministries. (v) Each of the Old Ministries has structures that conform with the will of the presiding Minister. (vi) The Advisory Council has no administrative function and is simply composed of its Board. VI. Communications (i) All communications and documents originating from government entities must have special identification keys. (ii) The identification keys are composed of a prefix, which is the entity it originate from, and a suffix that specifies its nature. The Prefix is composed of four parts: the Generic, the Class, the Kind, and finally the Path. All codes are clumped together in the order listed. All information must be provided. (iii) Prefixes: A.
