MessageWe think it is an improvement over the previous 'open door' policy, particulary given the current situation. By having a closer scrutiny on the individuals concerned, hopefully we will be able to keep out those using religion as a cover for more nefarios activities.

This does not in any way discrininate against any one religion, all religions are free to send missionaries, we are just ensuring that they are genuine.
