To require regulation of the process of adoption. This is Article 1 of the Adoption Act, the preamble to which was: WHEREAS, adoption can be one of the most momentous decisions of both the parents' and the child's lives; WHEREAS, in the interests of the child, there must be some regulation on who is permitted to adopt; [WHEREAS, the Federated States of Rutania already permits any consenting adults to gain a civil marriage certificate, but for some reason restricts the right of adoption to heterosexual couples and single people; (Article 2)] THEREFORE, we beg to propose this Adoption Act. |

Proposed: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
