To establish the entitlement to adopt. This is Article 2 of the Adoption Act, the preamble to which was: WHEREAS, adoption can be one of the most momentous decisions of both the parents' and the child's lives; [WHEREAS, in the interests of the child, there must be some regulation on who is permitted to adopt; (Article 1)] WHEREAS, the Federated States of Rutania already permits any consenting adults to gain a civil marriage certificate, but for some reason restricts the right of adoption to heterosexual couples and single people; THEREFORE, we beg to propose this Adoption Act. |

Message | We'd prefer that singles would be allowed to adopt children as well, but this is already a major step forward so we will support this bill. |
