This Administration Act shall be ratified by a absolute majority, repealed by an absolute majority, implemented immediately, and shall define the mechanisms of the Solentian government.

I. Theory of Panterran Administration
(i) The State is arranged into a strict hierarchy in which every decision-making entity is subordinated to and higher-than another entity. The only exception is the Head of State and Legislature, who have equal potestas.
(ii) Rank
A. Rank is determined by “potestas.” An entity of greater potestas has control over all entities with lesser potestas.
B. A decision of an entity is known as a “nomos.” The nomos is an inviolable command that may only be overridden by a nomos of higher potestas.
C. Every nomos made by a qualified entity can apply to all entities of lower rank.
(iii) Command
A. Each government entity is controlled by a Board of ministers.
B. This Board may contain many members or only one member.
C. The Board has the power to create decisions by a majority will
D. The Chairman is given the power to override the decisions of the Board if he wishes. He may also speak for the Board even if he does not speak for the majority will.
(v) Basic Structure
A. The Head of State and legislature are the highest entities whose nomoi are of greater potestas than all other entities.
B. The legislature overrides the Head of State if the decisions conflict
C. Below this is the Cabinet, which controls the many departments.
D. The departments are made of a bureaucracy of many sub-departments and offices which are controlled by boards arranged in a strict rank of potestas.

II. Head of State
(i) The Head of State holds his position for life.
(ii) Should a Head of State become an elected, term-bound officer, then the legislature shall assume the greatest potestas and the Head of State shall have the second highest.

III. The Legislature
(i) This entity is composed of delegates in a manner chosen by the Head of State.
(ii) The nomoi of the Legislature are not special in any way; they simply hold greater potestas than any other entity besides the Head of State.

IV. Ministries
(i) The Ministries are collectively controlled by the Cabinet, which is chaired by the Head of Government. The Head of Government, as Chairman, has the final say on Cabinet decisions.
(ii) Each of the ministries is separately controlled by a board consisting of the respective minister as chairman. Other members may be on these boards, but it is optional.
(iii) The various ministries and sub-ministries have powers limited by the scope of their purpose. That is, the Ministry of Transportation should be punished if it makes decrees concerning international affairs.

V. Ad Hoc Commissions
(i) The Legislature has the power to create ad hoc commissions in order to regulate inter-ministry affairs.
(ii) The Ad Hoc Commissions answer only to the Legislature and the Head of State.
(iii) These commissions are endowed with greater potestas than the Cabinet.

VI. Special Provisions
(i) This act of administration hereby takes precedence over all previous legislative protocols for governmental procedure.
(ii) No previous act of this sort shall impede the regular implementation of this Administration Protocol.

--OOC Notes--
The legislature, in effect, is still left in absolute control of the nation, since the Act also requires that the Head of State be unelected (in practice, a figurehead). Again, if the Head of State becomes an elected official, he will loose his position of prime potestas.
The Act, however, defines that the Head of Government has complete control over the Cabinet and its functions.
Additionally, it allows the Legislature to control the actions of the Cabinet through the Ad Hoc Commissions.
Finally, the act removes all differentiation between legislative and executive acts. That is, the decree of a minister or Head of Government has the force of law unless counteracted by a higher entity.

MessageWe must clarify the hierarchy of potestas between the Head of Government (Commandant of the Totalitarian Chamber) and the Totalitarian Chamber. From the looks of this resolution, the Legislature does, because it is only exceeded by the Beloved Leader. Furthermore, the Totalitarian Chamber derives its potestas directly from the Beloved Leader, who carries both the greatest auctoritas and potestas of any figure in Solentia.

MessageYes, the title "commandant of the totalitarian chamber" is very misleading. The Head of Government is subordinate to the Legislature. A more propose title would be "commandant of the cabinet" or, for the sake of aesthetics, "Grand Commandant"/ "Commandant of the Executive Affairs"/ etc.

MessageWe believe this is too beaurocratic and heirarchical. Could it not be brought down to a simpler level with more or less equal constituent parts in order to create balance in the government rather than a single figure with this much power? It just seems dangerous.

MessageWell, remember that the HoS has no practical power since no party controls him. The legislature retains complete power over the entire nation. This system simply lays out a clear cut, easy-to-follow protocol for government procedure.
