I hereby request that the Legislature commission an Ad Hoc entity for the oversight of National Security.
Commission 000 shall last for one legislative term. At the end of that period, the Commission must renew itself by majority vote.

Commission 000 shall have no chairman and shall be composed of representatives from each of the active parties. A tie-breaking vote shall be cast by the largest party. Otherwise, each member shall receive one vote.

The Commission shall oversee the nation's security and shall be given the power, by majority vote, to enact a state of emergency. During a State of Emergency, the Commission shall take direct control of the cabinet and shall undertake all necessary steps so that the State sees no harm.

The Commission shall oversee foreign affairs and shall expedite the production and ratification of treaties.
