Message | 1. There shall be established a corporation called the Luthori Broadcasting Corporation. 2. It shall be funded through a fixed state subsidy determined by Parliament. 3. It's content and programming shall be determined by a Board of Governors, appointed by a Parliamentary committee containing members from all parties. 4. The aims of the LBC are as follows: (a) to inform and educate the public through programming, (b) to maintain an unbiased editorial viewpoint, (c) to provide a stable atmosphere for journalistic, televisual and radio talent to be encouraged. 5. LBC Governors must promise political independance. 6. Contravention of the Charter Act by the LBC will result in immediate withdrawl of stade subsidies. |

Message | Andrew McInally: Government is not equal to parliament. Government are the people who run the country. Parliament is who they are answerable to. How can it be biased if all parties have a say in who is to be appointed? If the governors were solely appointed by the Government, you might have a point, but they're not, because Government is not the same as parliament. Add into it that a contravention of the aims of neutrality and information adds up to an immediate withdrawl of state funding, and I really don't see how you can still say this will be biased in favour of the government. |

Message | The media exists as one form of control the people have over the government. It is the media's duty to report wrongdoings within all branches and parties. I am 100% positive that this 'independant' media source will not bite the hand that feeds them. |

Message | Andrew McInally: If they willingly censor a news story to make sure they do not "bite the hand that feeds them", they are in contravention of section 4 of the act, both failing to inform the public, and the maintenance of an unbiased editorial view. Therefore, they shall have all state subsidy withdrawn. |

Message | Andrew McInally: It would be law. The Government would have to withdraw the subsidies that the State pays the LBC because it is set down in law, much like the Government has to dissolve the Parliament after 48 months because it is set down in legislation. |
