| Our north western border is no longer controlled by the free and independent nation of Lusitana, rather it has become a part of the Delarian empire. We thus feel that it would be prudent to strengthen our northen border's defense. |

We hope this will not be needed long, for we desire to reduce miliary spending and put more toward social programs. |
