The double faced eagle represents the Commonwealth - Pontesi in the East and Gran Tadraki in the West.
The seven stars represent the pentarchal satrapies of the Commonwealth with the single star on its own - Pontesi's capital. The black background represents Pontesi's power - it's a bold statement.
