| Message | The challenge with research is that it requires we guard the facilities doing that research. Though we may never use chemical or biological weapons, each stockpile we use to develop countermeasures is a stockpile of weapons waiting to be stolen and used against us. Given the likelihood of being attacked with chemical or biological weapons, this seems an unnecessary risk. |
