Allows the operation of Publically run Charter Schools within the Hobrazian School system (in line with current laws). Such schools must be operated by non-profit organisations to provide its pupils with a specific focus to their studies, as well as be expected to maintain the high quality of education that is provided through the Hobrazian Scholastic system. |

Message | What's wrong with it? The schools are free and government funded but are just run by outside organisations to specialise in certain areas. And to ase your fears about capitalists the organisations must also be not for profit. |
