MessageLow income is a specific band. Some people who are classed as "low income" can afford to pay for the simple treatment, while some people who are not classed as low income cannot afford the more complicated treatment.

What's more, how fair is it that a person on a moderate income has to shell out hundreds of thousands on treatment, while a person who is on low income gets it for free?

People do not choose to get sick, health treatment is not a luxury!
