Message | The smaller regions wouldn't receive more seats than the larger ones - they just won't receive quite as many less as they would under the alternative system. We're quite happy for civilians and migrants to carry ID cards or be tattoed if necessary, but Citizens of this Holy Empire have earned the right to be treated better than that. |
