We request that all parties support this resolution. |

Message | While we would support such a resolution against the Black October group, we cannot support this proposal without some further details as to who determines the gravity of an emergency and the vital nature of the information. We cannot support a system that would allow a police officer to decide that it is vital to find out who the second child was who threw a snowball at his car, and therefore is allowed to torture the one he did catch. |
