Description[?]:

The health of the Hobrazian people are important. Therefore, the people of Hobrazia deserve to be able to go to the hospital without having to pay extreme doctor fees and should be able to have their (disabilities) from doctors in a federal system where the government will pay for the services.

Article 1:

Public Health care is the system that will always be apart of the Hobrazian system.

Article 2:

People from all classes are allowed to go to public healthcare hospitals.

Article 3:

Private clinics cannot result in queue jumping thus meaning that public doctors have to remain in the public sector and private doctors can only remain in the private system.

Article 4:

Private clinics can not bill customers for (ailments) if it is covered by the Hobrazia public health section.

The most important point relating to this bill is your artcle 3 disallowing doctors to operate within only the public or private sphere, and article 4 not allowing private clinics to charge for services. We refer you to the final paragraph of the National Health Legislation: National Health Service Provision which states that:

"Private practices will be entitled to operate alongside the National Health Service to provide non-essential services (e.g. non-essential plastic surgery), but will be heavily regulated at all times to maintain maximum quality standards and price.
Health Care Professionals wishing to operate within the Private sphere must provide a limited amount of time (as agreed with the NHS) to the care of NHS patients and cannot, under any circumstances, provide solely for private patients where doing so would constitute a risk to patients they may be treating in the NHS."

Public healthcare, through the NHS, should only deal with important health related ailments. Let the private sector deal with everything else, there will be more than enough still to keep the NHS operating at full capacity.
