Whereas, in the interests of fighting crime and terrorism it is reasonable to require citizens to carry ID cards at *certain* times, but

Whereas, it is unreasonable to require such at *all* times, and

Whereas, a government police force would be a much better means to prevent crime and terrorism,

We hereby propose that ID cards only be required to be carried in special circumstances, and furthermore that the government and localities be permitted to set up police forces.
