Whereas, We wish, as all parties do, to ensurethe safety of Likatonia, and Whereas, the reservation of the right to be the first to use chemical or biological weapons under any circumstances undermines the freedom, as pre-emptive strikes can be made against nations due to a perception that they will use such weapons, and Whereas, stating we will not be the first to use them retains our ability to retaliate, thus weakening the case for their usage against us, We hereby propose that we shall make it law that we will never use chemical or biological weapons unless another country in a war uses them first. |

Message | This bill seems to the PLP to preserve the deterrence against using such weapons against our nation, while showing that Likatonia is not seen as a rogue state that would wage a war of aggression and be the first to use WMD's. |

Message | This is, in fact, for the security of the military, as it assures the world that we will not be the first to attack with chemical or biological weapons, while simultaneously affirming a willingness to use them in retaliation if we were attacked in such a manner. For that matter, we have a law that allows us to respond to any WMD attack, including with such weapons, with nuclear weapons. We support that law; it is a great deterrent to any WMD use against us. If this bill fails, nations may feel they need to launch pre-emptive strikes to prevent a first strike by us of chemical or biological weapons. That does not make the citizens of Likatonia or those in our fine military any safer. |
