MessageI have one organization already in mind.

Here is my proposal:

-The Stepladder Foundation-
Founded in January 2074, the Stepladder Foundation manages a trust fund of around $80 million for the future of Likatonia's poorest children.

When approached by a parent of a new born child, the foundation opens up an account in its name, with $8000 to begin with.
The funds are then released to the child when he is 21 years old and ready to begin his career.

The Foundation predicts that with a conservative 5% real rate of return (after inflation) every $8000 will double to a little over $16,000 by the time the child has turned 21.

However, when parents contribute the figure is usually much higher.

With a grant of around $8 billion this year, the foundation will be able to cover nearly 1 million new born babies in Likatonia. The fund charges 1% of assets every year as expenses.

It seems they will need around
$ 32,441,250,000 or $32.44 billion to become a fully self-sustaining model.

At that rate they will be able to open 86,510 new accounts every year, and nearly double their initial contribution to $15,000 a year, but never deplete their endowment. Also, each child will walk away with about $30,000 as a free grant.

I like it..

I recommend we give them a 4 year grant of $8 billion every year, with $10 billion in the last year, for a total of $34 billion over four years.

MessageWe believe that giving to charity should be a private matter. We would support giving this money back to the people so they can decide what they want to do to it. The government is out of place giving tax money to charities. This money is supposed to be used for the good of everyone, it would be better for this money to be returned to the people, or the government to open its own programs. Taking money from private citizens to give to private charities is redistribution of wealth.

MessageI think $34 billion is a small price to pay to create a broad base of opportunity for all...forever.

We are always ready to negotiate ...but there is $30 billion on the table, and no other proposals so far.....so the money will go unutilised at this rate. The lower we give this year, the more we have to give over time to make the program fiscally self sustaining.

I think in that respect, $8 billion is a fair request

MessageCTP: I dont like it either (for rather different reasons) but it is the law, so we must respect it. I think I shall have a go at changing it, but in the meantime, we must go along with this.

Right, Stepladder foundation, all well and good. Though why would we want to give 8m, enough by your admission for 1m babies, when we only have 86000 who need it? And could you outline to me exactly where the income for future self sufficiency is going to come from?

Now for the less fasionable, but just as pressing other end of the scale.

The Pensioner's Protection Scheme.
12.4% of our population are over 65, and as our pension plan was only implemented within recent years, many of these people will have saved nothing, or too little to allow them to maintain a reasonable standard of life. This scheme provides home help one day a week for elderly people below the poverty line, housing and food for those that are destitute (through the establishment of blocks of small flats with a central kitchen and 'meals on wheels' type service) and nursing homes with trained staff for those unable to care for themselves or afford private nursing care.

I have no idea how to go about costing this, so a little help would be appreciated.

MessageThe idea of such a large initial endowment is to build up such a large portfolio that the fund can pay the expenses each year from the gains in the portfolio, without ever depleting it. Let me explain:

Historically, markets have returned around 9% a year. Subtracting inflation (3% a year) you get around 6% a year. However protfolios can fluctuate dramatically within a year, therefore to be safe, i recommend working with 4% a year. This is the maximum you can take out from the portfolio ever year without ever decreasing the total value of the investments.

4% of $32.44 billion is 1 billion 297 million

We need around 1 billion 290million a year for 86,510 children.

MessageSince there is still a lot of other money left, I suggest the balance be broken up and given to disaster relief agencies, and to match bank loans to poor people for their first home...

Oh and to raise this years grant for The Stepladder to $16 billion, and then a grant of $9 billion every year for two years. That will be a total grant of $34 billion.
